PREAMBLE

This document aims to introduce the African Students festival in Wuhan, which has now become an annual event.

The document is essential as provides a vivid insight to with regards to introduction of the festival, as well as various components, structure, successes and challenges.


INTRODUCTION

The African Continent.

The African Continent is a made up of over  fifty four(54) countries .It is a Continent rich in natural resources and wildlife.



 

 


The biggest asset Africa has however, are her people; people with diverse cultural heritage.



 

 

African Students in Wuhan

With diverse people, Africa has produced many talents, all over the World. Over the years, African students have studied in many countries; particularly in the USA and other Western European Countries. In recent years however, many students started studying in China and the numbers have been increasing astronomically.

Wuhan has some of the finest Universities in China; including top ten universities such as Wuhan University and Huazhong University of science and Technology. It is not surprising therefore that one can find many International Students in Wuhan, with a fair share from Africa.

Most Communities have student numbers of over one hundred (100).


3. The festival-background

Given the high numbers of African Students in Wuhan coupled with the desire to bring Students together to celebrate common African heritage, the idea of African festival was born in 2013.

The festival is comprised of:

The AFCON football gala: This is a football competition and it is a model of the African Cup of Nations (AFCON), with sixteen (16) teams competing for the coveted trophy.


Conference: The conference during the African festival is meant to meet conference and discuss issues of importance to the African Continent. Most resource persons for the conference are normally from the African continent; doing presentations, promoting debate and leading discussions.


Fashion Show: Another spectacular event is the African Fashion show which exhibits the rich African clothing and Culture through Fashion. Aside the fashion express, the show also involves the Mr. and Miss Africa competition...


The competition


AFCON 2013

As stated earlier, the first festival was organized by Cameroonian student’s community of Wuhan in 2013. Being the first edition, the participation wasn’t so encouraging and there were lapses here and there. DRC were the maiden champions and won Cameroon by 3-0 in the final.


AFCON 2014

AFCON 2014 which was organized by the Congolese (DRC) student’s community of Wuhan saw a greater improvement in participation, as many more people got to know about the festival. It was at this fiesta that the total of sixteen teens for the football was registered, compared to prior edition where only fourteen teams registered. At the end, Mali were champions and won Mozambique in the final by penalties shoots.

AFCON 2015

Last year’s edition saw an increase in spectator base, with people coming to cheer on their teams. Better organization and rules were also designed to ensure and improved version. It was organized by the Malian student’s community of Wuhan. DRC were champions for the second time and won Mali by 4-2 in the final.


Successes

The African student’s festival has achieved some success in bringing African Students together in Unity. It has also become a fun based activity, not only for Africans here, but our Chinese Friends who through these events get know about Africa and her people, as well as build friendship.


Challenges

The greatest Challenge of the festival is lack of financial resources. As it stands, the fiesta is financed solely by contributions from participating countries, which is woefully inadequate to fund the event. Balls, nets, referees jerseys, first aid kits water, refreshments and so on, require a lot of funding. Further, player injuries will need to taken care off, but the competition cannot support such; which is a major worry.

Advertising the event, before, during and after will do a lot for promotion of the event..


How the Event is run

The event is run by a Commission with members from different countries having some of the highest experience in Wuhan.

RULES OF FOOTBALL  GALA  FIESTA (AFCON 2016)

Language of Communication

English as the most popular language proposed as the official language of the competition. In this regard, no other language of communication is acceptable and all other forms of communication; in case of difficulty, must be translated into English.


Competition Date

Based on convenience considerations, the tournament is proposed to kick off on Saturday April 16th, 2016; subject to good weather conditions and other necessary conditions for play.


Venue:

The Proposed venue for the competition is the main sports complex field of the Central China Normal University. This venue is however, subject to availability and other venue(s) may be used if the need so arises. The Commission therefore reserves the sole right to find alternative venues under such unforeseen circumstances.


LAWS OF GOVERNANCE


Participation fee: Nonrefundable under any circumstance.


2.  Team List (Players and Coaches etc.)


The Team list should be submitted to the commission before the commencement of the tournament. Only player names on the list with proof of identity (passport etc) will be allowed to participate in the tournament.


Each team is responsible for providing water players and supporters. The commission will NOT be responsible for provision of water.


Each team is eligible to register a maximum of twenty three (23) players.  During a match, each team has 9 players (including goalie) for a half pitch and 11 players9including goalies) for a full pitch. A match may not start if either team has fewer than 7(4) players. A team is eligible to use players from others countries (mercenary) on the field; two ( 2) for pitch, and three (3 ) for full pitches.

Two countries can merge to form one team; however, the new team so formed is not allowed to use mercenary(s). Failure to observe this rule will lead to losing three (3) points.

IMPORTANT POINTS TO NOTE:

Using an improperly registered player will lead to that team losing 3 points at and 3 goals (3-0).


All team shirts must be numbered and the correspond to the numbers on the team list. Numbers must be at the back of the jerseys.

Two players may not use the same number in any given match.


Teams appearing second (the away team) must change jersey, in case of a clash. A decision to change jerseys shall be the prerogative of the referee in charge of the match


State of players during the game

No player shall wear or use It is not anything that is dangerous to himself or any other player (including any kind of jewelry). A player’s basic equipment shall consist of a jersey or shirt with sleeves, shorts, stockings, shin pads and boots. The two teams must wear colors that distinguish themselves from each other, referee and assistant referees.


 

3: Referees


The referee shall have full authority to enforce the laws of the game and his decision is final. He controls the match in cooperation with the assistant referees, and where applicable, the fourth official. The referee shall ensure that balls used and players' equipment meets the requirements. He shall act as the timekeeper and stop play in case of infringement of the laws among several other duties.

Duration of game: Duration of the game varies from 35minutes for half pitch and 45 minutes for full pitches.

4. Assistant Referees


There shall be assistant referees whose job it is to call off sides and throw-ins, and help the referee make decisions. They shall perform all other duties conventionally known to be performed in that office.


5. Yellow and Red Cards: Yellow cards are not accumulated. Severe offences shall be reported to the football commission in question.

Every red card issued shall attract a penal fee of 50 Yuan to be paid by the team of the player who sees red.

A referee may, after awarding a free kick or penalty, take further disciplinary action against a player by showing him a yellow or red card.


Yellow Cards: A player may be cautioned  with a yellow card if he commits any of the following seven offences:

Guilty of unsupportive behavior,

shows dissent by word or action,

persistently infringing on the Laws of the Game,

delays the restart of play,

fails to respect the required distance when play is restarted with a corner kick or free kick,

enters or re-enters the field of play without the referee's permission,

deliberately leaves the field of play without the referee's permission

 

Red Cards: A player is shall be shown the red card and sent off  if he commits any of the following seven offences:

Guilty of serious foul play,

Guilty of violent conduct,

Spits at an opponent or any other person,

Denies an opponent a goal or an obvious goal-scoring opportunity by deliberately handling the ball (this does not apply to a goalkeeper within his own penalty area),

denies an obvious goal-scoring opportunity to an opponent moving towards the player's goal by an offence punishable by a free kick or a penalty kick,

Uses offensive, insulting or abusive language,

Receives a second caution in the same match

Any player suspended cannot play the following match. However, the tournament jury can decide to reconsider the case of suspension for further game(s).


6: Sanctions


Sanction against disruptive behavior disorder


Recently, during tournament matches, disruptive behavior or disorders (fight, intrusion into the field,) have become relatively common, and therefore leaders of teams (captains, presidents, and others) are responsible for the actions of their players and supporters (country mates). This means that captains are essential partners for ensuring team’s conduct.

Any team that acts badly during the competition (discourteously protests about referee’s decisions, clashes with rivals or with the organization) will be expelled from the tournament.


All serious cases of expulsion will be reported to the football organization in question.

Further, in cases of supporters displaying disruptive behavior (fight, intrusion into the field, etc.) that seriously affects the competition, the referee (and authorities of organization) must stop the game to remedy the situation. The team (country) found guilty shall be eliminated.


Important Notice: Team leaders will be responsible for the attitude and behavior of their players and their supporters towards referees, opponents, public, organization and facilities.

The referee has the right to stop the game after 15 minutes of disruptive behaviors.


Delay of games / forfeitures / overtime/ postponement of games


Delay of Game

The referee has the official time on the field and holds the right to take necessary action if he/she feels that a team is delaying the game. Any player may be cautioned with a yellow card if it is deemed by the referee that the player is intentionally wasting time, such as if a player intentionally kicks the ball long distances away from the playing field in order to waste time.


Forfeits

Teams are shall be given five minutes from scheduled game time, or from delayed start time due to unforeseen circumstances, before the referee issues a forfeit. The football tournament director must approve all forfeitures before the game is considered an officially forfeited. The tournament director has the option to replay a forfeited game if deemed necessary. Any team forfeiting three games during pool play will be disqualified from the tournament.

If a player, who is not properly registered (plays in a match) the team automatically loses the match 3-0; this is a synonym of forfeiture.


Postponement

In case of unforeseen circumstances, the commission reserves the sole right to postpone the game to a later date.


Law 7: Insurance



Teams are responsible for their players at the tournament as they are the ones who have registered stating that their players are physically able for the event.

Teams have to guarantee the insurance of their players, because the organizers of competition cannot be responsible for injuries. This means that the tournament cannot assume the responsibility in case of theft and injuries. However, the organizers can assist (with medical care) of teams (players) during the game.


Law 8: Supporters


Supporters must be in the designated stance (only the technical team and reserve players can be on the sideline of the pitch). Any encroachment beyond designated areas shall attract sanctions.


Consequences of encroachment, such as theft or injuries, shall be by teams concerned.


 

IMPORTANT NOTICE: It is important to note that these rules are designed to ensure fair play, for this purpose the rules will be strictly applied.
